Ex-Army chief blames US Iraq errors

A former head of the British Army has claimed that "appalling" judgments by the US may have doubled the time it has taken to get Iraq into its current position.
General Sir Mike Jackson accused Washington of fuelling violence after the invasion by disbanding local security forces and rooting Baath party members out of public administration roles.
His comments, in The Sunday Telegraph, came after Gordon Brown announced plans on Wednesday for the final drawdown of British troops from Iraq six years after they went in.
Gen Jackson, who was chief of the general staff at the time of the 2003 invasion, said the "initial euphoria" of toppling Saddam Hussein had quickly given way to factional violence and anger at the lack of economic progress.
He went on: "This volatile situation was much exacerbated by the security vacuum created by Washington's appalling decisions to disband the Iraqi security forces and to de-Baathify the public administration to a very low level; the latter marginalised the very people who were best placed to help.
"These decisions may well have doubled the time it has taken to get to where we are now."
Gen Jackson said it was impossible to know what would have become of Iraq if Saddam had been left in power, but that he was sure the country was in a better place for the invasion.
He said: "It has been a long, hard and controversial campaign, but I believe it has largely succeeded.
"If none of this had taken place, if Saddam Hussein had remained in despotic power - no doubt to be followed by his despicable sons - where would Iraq be?
"We will never know, but I cannot think that Iraq would be a better place, nor that the Iraqi people would wish for such a fate."

Defence Secretary confirms British troops in Iraq to return home next year.

John Hutton the Defence Secretary said on the 11th of December during an interview with GMTV that many of the 4,100 troops fighting in Iraq are expected to return home by mid-2009. 'The Prime Minister has already made the position clear several months ago that we do hope that by the middle of next year we will be in a position to make a very significant change to our missioning in Iraq, and a lot of our guys will be able to come home because the job will have been done.

While Mr Hutton admitted that the Iraq war was a 'difficult situation', he said security in the country was 'infinitely better' than a year ago, which indicated that the 'job was done' and the withdrawal of troops could begin. He added that a full public inquiry into the Iraq war would take place, but not until it was over.
The move will bring to an end a controversial six-year military adventure which has claimed the lives of 177 British servicemen and women.

With years of overstretch British Commanders are desperately hoping they will not be needed in the future. That said around 400 UK personnel will stay in Iraq, to train the Iraqi Navy and run a 'Sandhurst-style' officer training academy in Baghdad. The U.S. still has just under 150,000 troops in Iraq, and President- elect Barack Obama wants the vast majority withdrawn by May 2010.

Disabled paratrooper stands to receive medal

Lance Corporal (L/Cpl) Neathway aged 25; of Worcester a member of 2 Para who lost both legs and an arm fighting the Taliban in Afghanistan achieved his ambition by standing to receive a medal from the Prince of Wales in Essex. L/Cpl Tom Neathway, climbed from his wheelchair to meet Prince Charles during a ceremony at The Parachute Regiment's base in Colchester.
At the ceremony More than 500 paratroopers received Afghanistan campaign medals and the Prince, Colonel-in-Chief of the Regiment, told troops how "proud" he is of them
and said he understands their families' pain because his son Prince Harry had fought in the conflict earlier this year.
Troops from the 2nd and 3rd Battalions of the regiment saw action in Afghanistan this summer. Thirty-three British troops or troops attached to British forces, died and more than 150 were hurt and 13 of those were Paratroopers.
L/Cpl Tom Neathway said "It was a bit of a milestone for me,”. "One of my goals was to stand to receive the medal, then walk to the chair. It wasn't hard to do but it was hard to be able to do. It's taken me two months of hard work - it probably should have taken longer." He added: "Now I just want to crack on. My next goal will be to get back to work." Tom’s father Alan, was among relatives watching the ceremony. "It was very emotional seeing him stand up," said Mr Neathway. "I was very proud. He's just an amazing kid."
Prince Charles said his son's service gave him an understanding of what soldiers' families went through. He added: "You have no idea how proud I am of all of you. I can only salute you."

A couple driving past Micheldever railway station in Hampshire saw the woman standing near a man in camouflaged clothing.
A car was nearby with a second man standing beside, when she was spotted at 3pm yesterday.
The couple called the cops who began looking for the woman.
Detective Inspector David Collings said: “It could be that this is just a prank or some misdirected leisure activity.
"But it was very much an open site and we need to make sure this woman is safe and there is nothing more sinister behind it.”
Police urged the woman or men to come forward so they know she is safe and can scale down the search.

RAF guided blind pilot to safety

A pilot who lost his sight flying a light aircraft back from a family holiday and had to be guided to safety by an RAF jet was seriously ill in hospital.
Solo pilot Jim O'Neill was taking the two-seat Cessna back from Scotland to Essex, when he was suddenly blinded over North Yorkshire.
It is reported that Mr O'Neill had a stroke mid-flight and blood at the back of his head put pressure on his optic nerves, immediately blinding him.
Mr O'Neill put in a mayday alert and attempted to land his plane at Full Sutton Airfield near York, but was unable to complete the manoeuvre even with the help of air traffic controllers.
A RAF team from nearby Linton-on-Ouse was scrambled and a Tucano T1 jet took off to find the aircraft and guided the stricken pilot to the ground.
Mr O'Neill, 65, with 18 years' flying experience, was taken to York Hospital before being transferred to Queen's Hospital in Romford, Essex. He is thought to be seriously ill in a brain unit at the hospital.
Mr O'Neill told the Daily Mirror from his hospital bed: "I should not be alive. I owe my life - and those of dozens of people I could have crash landed on - to the RAF. It was terrifying. Suddenly I couldn't see the dials in front of me".

X Factor Visit Headley Court

X Factor stars have visited Headley Court military rehabilitation centre, in Epsom to record a video for charity Help For Heroes.
They have already recorded a cover of Mariah Carey’s hit Hero for the charity, X Factor’s first ever charity single.
The single will help raise the money needed for refurbishing out-of-date facilities at the military’s rehabilitation centres in Birmingham’s Selly Oak Hospital and at the Tri-Services base, Headley Court.
All 12 finalists performed the song live on the X Factor stage on October 25 and the track is available for download now.
The single hit the shops on October 27, a few weeks before Remembrance Sunday.
Help For Heroes is a charity that supports the rehabilitation of British troops injured in Afghanistan and Iraq.
The charity offered to split the money from the single with the Poppy Day campaign.
Headley Court hospital currently serves 180 military patients and has recently increased the number of beds available for patients with serious injuries from 18 to 66.
Having been a patient at Headley Court on numerous occasions I am overwhelmed by the support of the British people and would like to thank everyone for their continued backing.

The SAS Commander in Afghanistan Resigns

The SAS commander in Afghanistan has resigned it has been disclosed, amid fresh controversy over the equipment available to British troops fighting the Taliban.
The Daily Telegraph reported that Major Sebastian Morley was quitting in disgust over the deaths of four his soldiers who were killed when their lightly armoured Snatch Land Rover hit a landmine in Helmand province earlier this year.
Defence sources insisted that his departure was for "purely personal reasons".
However, it is understood that he was unhappy at the continued use of the Snatch, despite its obvious vulnerability.
According to The Daily Telegraph, he believed that Corporal Sarah Bryant - the first female soldier to die in Afghanistan - and three male colleagues, the SAS soldiers, Corporal Sean Reeve, Lance Corporal Richard Larkin and Paul Stout, all died needlessly.
In his resignation letter, Major Morley, the commander of D Squadron, 23 SAS, was said to have blamed "chronic under investment" in equipment by the Ministry of Defence for their deaths.
The paper said that he believed the MoD was guilty of "gross negligence" and that its failure to supply better equipment was "cavalier at best, criminal at worst".
It quoted one soldier who served with Major Morley as saying: "We highlighted this issue saying people are going to die and now they have died. Our commanding officer and RSM (Regimental Sergeant Major) tried everything in their power to stop us using Snatch. The point of failure here lies squarely with the MoD.
"The boys nicknamed Snatch the mobile coffin."
The disclosure comes in a week that the MoD announced that it was spending £700 million on acquiring 700 new armoured vehicles for operations in Afghanistan - acknowledging the dangers faced by troops as they travelled round the country.

Hutton Hints at New SOFA with Iraq

Defence Secretary John Hutton has hinted at a "fundamental change" in the deployment of British troops in Iraq while on a visit there. In his first trip to an operational centre as Defence Secretary, Hutton met with British troops and commanders based in the Baghdad Support Unit along with Iraqi Prime Minister Nouri al-Maliki.

After speaking with Maliki and the British military leadership, Hutton hailed the improved security situation which has seen a drastic drop in violence and terrorist activity. He hinted that Britain’s role would be changing in Iraq in 2009. "We want, in the first months of next year, to see a fundamental change in our military mission in Iraq, moving towards an increased focus on military training and education as part of a broad-based bilateral partnership. We agreed to work together intensively to put in place, by the end of this year, a formal agreement in relation to the status of UK forces in Iraq which will underpin this change. I wanted to take the opportunity to see what our people - civilian and military - are achieving out here and to get a clear sense of the UK’s engagement with Iraq, both current and future. Throughout the country security and prospects are improving and I am extremely proud of what our forces have achieved - they continue to do a tremendous job,’ Hutton said in a statement following his meetings.

Hutton’s visit comes as the US and Britain attempt to renegotiate a security pact with the Iraqi government. The agreement would effectively give them permission to continue deploying troops to the country and conducting military operations if necessary. Knowing that a UN mandate for the coalition expires at the end of the year and new leadership is forthcoming in Washington, the Iraqi government has become more vocal in recent weeks about the presence of foreign troops in Iraq.

Britain currently has 4,100 troops in Iraq. Prime Minister Gordon Brown has repeatedly avoided setting a deadline for further draw downs.

This is a quick thank you message for all the staff in Ward 8 Orthopaedics, Edith Cavell Hospital, Peterborough, and especially to LTCD R Shah. Having spent 8 days in Ward 8 post spinal fusion on L5 and Dynesys – non-fusion system surgery on L4 vertebra, The Staff military and civilian were excellent, caring for all my post Op requirements.

I hope that all patients I met during my stay continue to make a full recovery. Once again many thanks to you all.

servicemen and women should be retrained as teachers to bring military style discipline to tough inner city schools, a think tank has said.The government is being urged to adopt a US-style programme returning former soldiers, sailors and airmen to school.

The Centre for Policy Studies says ex-soldiers could have a profound effect on discipline and learning.

There are many Soldiers, airmen and sailors who hold Cert Ed qualifications and some even have higher, so the move to schools would be far easier than the government thinks.

The Disability Discrimination Act 1995 (DDA) is the main piece of legislation which makes it unlawful to discriminate against a disabled person in their terms of employment, promotion opportunities, by dismissing them or by subjecting them to any other detriment. In addition there are various statutes and regulations covering disability, including:
The Disability Discrimination (Meaning of Disability) Regulations 1996 (SI 1996/1455)
Disability Rights Commission Act 1999
The Disability Discrimination (Blind and Partially Sighted Persons) Regulations 2003 (SI 2003/712)
The Disability Discrimination Act 1995 (Amendment) Regulations 2003 (SI 2003/1673)
The Disability Discrimination Act 2005.
Responsibilities under the Acts
Under the DDA it is unlawful for an employer (or prospective employer) to:
discriminate against a disabled person in employment
fail to provide any necessary reasonable adjustments for disabled employees and applicants
subject a disabled person to harassment
subject a disabled person to victimisation because they have brought, or given evidence or information in connection with, proceedings under the DDA undertake disability-related discrimination.
There is also a duty to promote equality of opportunity between disabled persons and other persons, and to promote positive attitudes towards disabled persons.

Definition of ‘disability’

The DDA defines disability for the purposes of the Act:‘There must be a mental or physical condition which has a substantial and long-term adverse affect on the employee’s ability to carry out normal day-to-day activities. Long-term means that the condition must last, or be likely to last, for more than 12 months. The applicant’s ability to carry out normal day-to-day activities can be adversely affected in one or more of the following ways: ·

mobility
manual dexterity
physical co-ordination
ability to lift or otherwise move everyday objects
speech, hearing or eyesight
memory or ability to concentrate, learn or understand
understanding the risk of physical danger.’ Mental or physical impairment can include:· sensory impairments, including visual and hearing impairments·
learning disabilities/differences, including dyslexia·
mental illness·
severe disfigurements
cancer
HIV/Aids
progressive conditions even at an early stage conditions which are characterised by a number of cumulative effects such as pain or fatigue a past history of disability sensory impairments, including visual and hearing impairments

£24m Boost for Forces Rehab Centre

Headley Court the armed forces rehabilitation centre is to get a £24 million injection to improve facilities for injured personnel.Des Browne, Defence Secretary confirmed the investment in future healthcare plans when he met patients during a visit to the unit near Leatherhead, Surrey.Long needed improvements including a new accommodation block, bigger prosthetic limb workshop and a permanent replacement to a temporary ward annex are planned.The investment over the next four years was announced in Parliament by Armed Forces Minister Bob Ainsworth.

Compensation Payments Doubled For British Troops

British troops seriously injured in operations are to have their compensation payments doubled as part of a new package of welfare measures.
The Government will increase compensation for UK armed forces personnel from £285,000 to £570,000.
Servicemen and women who suffer less serious injuries during conflicts will receive an increase of up to 80%.
The measure forms part of the Service Personnel Command Paper, which will address serious long-standing concerns within the military, particularly on family issues.
They include access to school places, NHS doctors and dentists for families who currently find themselves at a disadvantage because of the need for frequent moves as they transfer from posting to posting.
Military chiefs see the welfare package as crucial to building up manning levels across the three services by improving retention rates.
It comes after an internal MoD survey found that 47% of soldiers in the Army - and almost as many personnel in the RAF - regularly considered quitting.
Commissioned by Prime Minister Gordon Brown in November 2007, the cross-government paper is designed to improve the lives of those serving in the military, their families and veterans.
It will set out a series of actions to ensure armed forces personnel are not disadvantaged due to service.
The paper, which will be published by the Ministry of Defence, will include an offer to pay the tuition fees of personnel who decide to go back into education when they leave the armed forces - provided they have completed at least six years service.
